Mr. Van Ooyen is an environmental planner with a background in CEQA analysis, Surface Mining and Reclamation Act of 1975 (SMARA) Compliance, 404/401 perming, and local land use permitting. Mr. Van Ooyen has worked preparing Initial Studies, Environmental Impact Reports, Reclamation Plans and local use permit applications for mining and forestry projects across northern California. He has also worked for SMARA lead agencies and mining clients to provide annual inspection services, prepare Financial Assurance Cost Estimate preparation, and provide professional guidance and recommendations for mine reclamation and CEQA compliance.

Mr Van Ooyen is certified as a QISP to prepare Stormwater pollution Prevention Plans, Level 1 Exceedance Response Actions (ERA) Plans, Level 2 ERA Technical reports for industrial sites requiring compliance under the California State Water Board Industrial General Pemit.
